长三角一体化进程中人口社会政策的主要差异与协调完善的基本思路

人口社会政策对长三角一体化进程也有影响,不同的政策应采取不同的改革思路和对策。户籍改革的关键是在现有改革的基础上,剥离附加的不合理社会管理功能,加快配套制度的改革;养老保险政策改革的基本思路是探索便于城乡对接并可以跨地区流转的社会保险制度;劳动就业政策改革的出路在于彻底打破城乡劳动力在政策上和制度上的界限;生育政策改革的思路是在稳定低生育水平的基础上,缩小城乡计划生育政策的差异,逐步建立城乡一体的生育政策。     

Viewpoint: Regulating meat consumption to improve health,the environment and animal welfare

Meat consumption has increased significantly in the last 50 years. This trend raises various health and environmental issues, as well as moral concerns regarding farm animal welfare. In this paper, we discuss the regulation of meat consumption in developed countries. Specifically, we discuss possible justifications for this regulation in terms of environmental, health and animal welfare considerations, as well as the effect of fiscal, informational and behavioral regulatory instruments. Finally, we present a list of challenges that policy makers and food scholars may need to confront in the future.     

Equitable preference relations on infinite utility streams

We propose generalized versions of strong equity and Pigou–Dalton transfer principle. We study the existence and the real-valued representation of social welfare relations satisfying these two generalized equity principles. Our results characterize the restrictions on one period utility domains for the equitable social welfare relations (i) to exist; and (ii) to admit real-valued representations.     

Water pricing reform analysis: alternative scenarios

This paper compares alternative transition paths to efficient water pricing. The analysis is based on representative agent model, where two sources of water supply exist: exhaustible groundwater stock and a renewable substitute. Two alternative water pricing reforms are considered: gradual tariff increase and multipart pricing with first block sold at the initial pre-reform tariff and additional water sold at higher prices (block pricing reform). Under block pricing reform, the amount of water offered at low price gradually diminishes. The results of comparative analysis prove that under the same reform time horizon block pricing is preferred to the gradual tariff increase.

Efficiency in the provision of social care for older people. A three-stage Data Envelopment Analysis using self-reported quality of life

Using a three-stage data envelopment analysis approach, this paper explores efficiency in the provision of social care for older people in 148 English Councils in 2009/10. Departing from D'Amico and Fernández (2012) [31] our measure of efficiency is inscribed within the production of welfare framework and based on self-reported quality of life of recipients of the services. Our results indicate a high level of efficiency, but once we control for the effects of a number of environmental variables, we found that more stringent eligibility criteria and higher assessment costs are negatively associated with the efficiency in the provision of social services.     

Preference purification and the inner rational agent: a critique of the conventional wisdom of behavioural welfare economics

Neoclassical economics assumes that individuals have stable and context-independent preferences, and uses preference satisfaction as a normative criterion. By calling this assumption into question, behavioural findings cause fundamental problems for normative economics. A common response to these problems is to treat deviations from conventional rational choice theory as mistakes, and to try to reconstruct the preferences that individuals would have acted on, had they reasoned correctly. We argue that this preference purification approach implicitly uses a dualistic model of the human being, in which an inner rational agent is trapped in an outer psychological shell. This model is psychologically and philosophically problematic.     

Does oligopsony power matter in price support policy design? Empirical evidence from the Thai Jasmine rice market

In the oligopsony market, farmers may receive low prices and policy analysis assuming perfect competition can yield serious bias results. In this paper, we estimate oligopsony power between processors and farmers and evaluate the welfare impact of the paddy pledging program (PPP), a generous price support program in the Thai Jasmine rice market, with an imperfect competition model. We develop a model that consists of rice supply equation and derived demand equation. We then simultaneously estimate these equations using system estimation methods to recover oligopsony power parameters. Finally, we use these parameters to assess the welfare impact of the price support program. Using annual panel data running from crop marketing year 2001/2002–2015/2016 and exploiting the institutional feature of the PPP, we find strong evidence of some oligopsony power, a moderate level of oligopsony price distortion, and a negative relationship between price support and oligopsony power. We also find that the PPP is inefficient but effective in income redistribution. Moreover, the program benefits both farmers and consumers. With better policymaking decisions, the PPP can be efficient by setting a suitable support price. Therefore, our results show that in the case of the Thai Jasmine rice market, the generally accepted “wisdom” about agricultural price support policy does not necessarily hold, and price support can be designed to improve the efficiency of the market.     

城郊农村可持续发展指标体系构建及发展策略研究——以新乡市城郊农村为例

城乡一体化是解决我国经济转型困难以及缩小城乡差距的重要途径,然而在实际推进过程中受到诸多因素的影响。文章通过实地调研及层次分析法,对河南省新乡市城郊农村地区经济发展现状进行研究,初步构建了城郊农村可持续发展指标体系,评价结果显示,目前影响河南省城郊农村地区可持续发展的主要因素为环境可持续发展及资源可持续利用。并针对指标评价结果从加强政府引导,强化政府监管;改善经济发展模式,提高资源利用率;加强培训力度,注重人才引进;转变农业生产方式,提高农业产业化水平;提高环保意识,注重生态效益等方面提出促进城郊农村可持续发展对策。
